A 145 tyre is 5.7" nominal width and the general practice is that the wheel should be no wider than the tyre nominal section width, so a 5.5" is fine, but a 6" is not.
A 165 section tyre is 6.5" nominal width, s a wheel no wider than 6.5" is OK.

165/60/12's will fit on a 5" wheel.

145/70/12's. Will not.

Err.. 145's will fit on 5"s easy, even seen them stretched on 6's, but no recommended to go that far.

Yes they will fit.

They won't be safe, but they'll fit. Stretching tyres is stupid and unsafe.

This isn't really stretching if it was 2" (50.8mm) wider then that would constitute stretching but not 1/2" (12.7mm)

145's on up to 5.5" rim widths are entirely safe and legal and meet all the requirements of the Construction & Use Act. At 6" the rim would, technically, be about 0.3" too wide and so not really dangerous, although slightly wider than recommended which could cause an insurance issue in the event of a crash. However, a 145 on a 6.5" or 7" rim would be unsafe and rather unwise.

I keep on seeing the following or similar statement,

"the 145 section tyres"

This is technically incorrect as the section would be the depth of the tyre from the wheel bead to the road expressed as apercentage of the width.

ie 195/45-13

195mm wide
45% of 195 deep
13" rim size

Therefore the above would or should read as "the 145 wide tyre"

Just to be clear, I was NOT suggesting that an extra 2" on the width of your wheels is acceptable, and agree with Peter in all probability it would be potentially dangerous.

There is a good reason to go the the maximum width advised by the tyre manufacturers, and going to larger widths is possibly only going to decrease the good effects gained.

Tread is not measured as a straight line, it is the amount of tread, ie 125mm flat (ish) then 10mm down each side totalof 145mm

i have 1/2 or 3/4 inch wheel spacers on with my 4.5x12 inch wheels and obviously longer wheel bolts, so if i swap to 5x12 inch wheels i can get rid of the spacers cant i?

Depends on the offset of the old and new wheels (how much they stick out)

To compare where the wheel will sit relative to the suspension, you measure the 'datum offset'. Measure from the mounting face of the wheel to a straight edge placed across the inner rim edge. That is the offset and it differs even for wheels of the same width. Use this dimension to discover where one set of wheels will sit compared to another. A vendor can easily measure this for you before you buy.
