165/60/12's will fit on a 5" wheel.
145/70/12's. Will not.
Err.. 145's will fit on 5"s easy, even seen them stretched on 6's, but no recommended to go that far.

Yes they will fit.
They won't be safe, but they'll fit. Stretching tyres is stupid and unsafe.

165s will then?
Yes, 5" and wider are designed for 165 section tyres, obviously that doesn't apply to 13" wheels, as they use a 175 section tyre.

Yes they will fit and safely, you can even buy new wheels fitted with 145 tyres. The smaller tyres can help with suspension clearance as well.

In general the 145 section tyres are very good in terms of handling. In terms of road-holding the 165 will be better in most conditions, except mud or snow.
Interestingly, as the frontal area of the 145 is less, the car will have a higher top speed than with the 165, especially as most cars with 165's have arch extensions which do increase the aerodynamic drag and so reduce top speed and increase fuel consumption.
Good quality 145's are a great all-round tyre for a Mini.

Yes they will fit and safely, you can even buy new wheels fitted with 145 tyres. The smaller tyres can help with suspension clearance as well.
Maybe I should've phrased that differently. I wouldn't be comfortable squeezing a 145 onta 5" wide wheel.
And surely the fact that the only option for 145 is the budget brand should give an idea....

145's on 5" are not unsafe , have you ran a Mini on this rim /tyre combination? 145, 155, 165's are fine on 5" rims.

145's on 5" are not unsafe , have you ran a Mini on this rim /tyre combination? 145, 155, 165's are fine on 5" rims.
Fine, let me rephrase shall I? I don't think using a 145 section tyre on a 5 inch rim is a good idea. I have installed many tyres and the simple fact is, it doesn't appear by eye, wide enough for the wheel. In that sense, I would much rather install a 165 section tyre for the peace of mind.

we are talking only a half inch difference after all. I have a set of 5" wide 12's with 145's and they are fine....165's offer more grip though.
And as for 145's only being budget brands....not so, Yokohama and Falken do that size and i don't class these as budget brands....as do Hankook in the winter variety also. My rally tyres are made by Maxsport and they are also 145's also....but will run them on 4.5" rims as the rim sticks out less so less chance of bending it.
