Can anyone advise about weather a second hand 8,4 inch discs set and caliper could simply have the disc machined down to 7,9 inch to fit a ten inch wheel?

Yes, you can have the disc machined down to 7.9. The calipers won't fit under 10s though. You'll need cooper s to alloy calipers to fit 10" wheels.
