You have to drill through the boot-lid to fit it. It is a Lucas light and Holden Vintage & Classic do a good reproduction: 5 3/4 in Lucas Reproduction WFT576 Foglamp - Rear Mounted, £97.40 (in stock).

In literally 50 years of using that type of reversing light with a 55 watt bulb on numerous rally Minis I've never, ever, had a police officer remove the lens, remove the bulb and report me so that I could be fined a few quid with no points for the bulb offence. No-one is interested.
I have, however, been stopped for speeding, to be breathalised (negative result), for having a headlamp bulb out (no further proceedings) and in routine nightime checks.
Just don't worry about it. I also use 100/80 watt halogen headlamp bulbs and, again, have never had to strip the lamp unit out beside the road for the bulb wattage to be checked.
