OP - they are taking the P155 and trying to be funny, don't waste any more time on it.

It is 7/16" UNF, which is the only size that should be used. Don't drill it out so something else. The bolt must also be the correct part. That is a legal requirement, and the wrong part would result in MOT failure if noticed, and possibly serious consequences in the event of an accident. The bolts and the mountings are supposed to bend in extreme conditions, without fracture or tearing. Some high tensile bolts are too brittle for the job and will fail. The IVA testers manual probably gives some information on what bolts can be used on new build, and their required markings, and the same principles can be applied when selecting parts for an older car. The swivelling bracket is one way of reducing strain on the bolt and/or belt, and it is all included in the original type approval for the vehicle.

But as for getting the correct tap, the two best, and usually cheapest, sources of such things are:

One of my sill mounts was shot when doing my rebuild. We cut it out with a hole saw and welded competition belt eyelet plates in. Same thread as std seat belt bolts to... Though I've fitted 6 point harnesses.
