On a typical A+ engine in good health in factory trim with stock factory settings, you normally see 38 to 40hp @ flywheel.
By only re-cruving the distributer and fitting a custom needle to get the engine to its optimum settings I usually see a 5 to 6hp increase.
Fitting a stg1 kit on top of this and retuning would only see around another 2hp.
in my view if you want maximum bang for buck without fitting exhaust/manifolds etc then just optimise what you have. You also get the added benefit of people saying to you when you take theem for a drive 'this goes well what have you done to the engine?' Look at their face when you say nothing its standard!!
