I'm replacing my HS4 because im having the same problem... mine is because the throttle linkage is rusted to *beep* and the spring is so old it doesn't spring back the choke. it is not my throttle that is sticking though its where the throttle opens it locks the choke in place and keeps the engine at 2k+ revs.
