Mike Cooper sold the Cooper rights to BMW a few years back and became a consultant /brand ambassador for them, like Paddy Hopkirk and Timo Makinen.
He also now runs his Cooper Bikes company here:

I understood that all the Cooper records went into a skip when BMW took over. The Mini Seven was a Mini Cooper in all but name. You should also get in contact with the Mini Cooper Register. John Parnell, who wrote the definitive book on the Mini Cooper, is the registrar for Rover Coopers.

Mike Cooper sold off the John Cooper Workshops and Showrooms Garage premises in Ferring, West Sussex, he only sold the John Cooper Works name and business heritage to BMW.......I very much doubt he would have thrown all the Cooper records into a skip! He is still interested in the heritage his father created and often attends the annual MCR Beaulieu show and MINI United, it is also unlikely anyone from BMW would have travelled to Ferring to specially throw the records in a skip, considering the lengths they have gone to to build up their historic collection of classic Mini's and Coopers over the past few years.

You could try contacting Tony Franks below he was Chief Engineer at Coopers and may know more about the missing documents if you are lucky:

There is a lot of confusing information on this. If you look at the MCR forum under Rover Coopers/Limited Editions/Conversion Number (page 2) it says that Mike Cooper admitted to putting the paperwork in a skip. Elsewhere I have seen that former employee Mike Raven took the paperwork when he set up Classic Minis in Littlehampton continuing doing Cooper S conversions. He has since disappeared under mysterious circumstances.
I agree Tony Franks (at the Mini Motorsport Centre at Shoreham by Sea?) might be a very good bet.
