That's excessive even with today's insane premiums for young drivers. Other 17 year olds seem to be able to get a classic mini on the road for under £2k, so what are you trying to insure exactly, and what insurers have you tried?
If you have no previous claims or convictions, have put parents on your policy as extra driver, and are trying to insure a standard 998 through a mainstream insurer, then you should be able to get it at a fraction of that cost. If however your trying to insure a heavily modified, high value model on a specialist agreed valuation policy, then such an excessive premium would make more sense.

You spend atleast 4-5 years of building no claims, clean licence etc etc and the difference in the end is a few hundred quid, compared to the thousands you paid out over the years!!
Just depends if your parents trust you to keep clean until then!!

So I'm learning from home (which I am doing, and which is what the insurance company recommended, very nice of them too).

It's easily remedied though, get yourself a tambourine, find a good busking spot and the minute someone throws you some loose change you're suddenly a freelance musician instead!!

Also what could effect it is where you live (I havent looked at your profile to see) but more urban areas costs more, specially next to main roads, car not parked on a drive etc etc.

DO NOT insure yourself on your parents insurance. Insurance companies know about this. They are not stupid. A friends mum who works for NFU mutual said that the statistics for them investigating claims made by under 25 was about 98%.
Next time you ring up an insurance company and they give you a ridiculous quote point out to them that if you didn't bother with insurance you could pay the fines and replace the car. I did this once to an insurance company and they dropped there price by 2.5K. Their price was still over 3 grand though so I didn't bother with them.
You understand why there are so many people who don't bother with insurance when the prices are like this.

Then contact Aviva who are good with young drivers.
Probably around £2500 for the first year TPF&T on an unmodified Mini with your Mother & Father on as additional drivers.
