Yup, Correct! There's several shades of it though, this is the most 'blue shade!
On a cloudy day its a nice grey, in bright conditions its a cool blue

why are they called over taking mirrors?
Its used to point to the outer fast lane, e.g on a motorway, where conventional mirrors wouldn't cover
