Finally found a pic. This is similar to what I was thinking but with white lights (not flashing) & only able to see the glow as opposed to a bulb showing out the front.

Legal yes but the knight rider idea would be a no no I would think.

Basically just have them as a legal cour, white being a legal colour. And have them come on with sidelights. Then they are classed as sidelights. The LEDs don't omit a beam so they aren't classed as anything but that.
It should be done well though. I see no end of chavvys driving round with all sorts of stupid light combinations and they just look tacky
