They were called Potenza's in the past and you can't buy them anymore. There are variants (if not exactly the same wheels) of them in the online golf cart shops size 10x7. If you are not an US or Canadian citizen it's almost impossible to get them here.

! There are a few minis who have airride like the pink one with wire wheels, the candy red flamed belgian mini and then there is a black one with chrome ultralites, all can be found in this thread but they will never look like that

Is there any proper car wheels that are the same as these if not very close? As the idea of golf cart wheels on a car doesn't sound the best... Not to mention explaining that one to the insurance companies.

No there is not unless you can find them second hand. Other 10x7 wheels are Image wheels and Force racing wheels if you have the money for them.
