It will be going under carpet, but I'm a perfectionist, so I won't be happy unless it's a showroom finish :P

With regards to the keying, once the you have done all of the treatment you need to do then use red scotchbrite over all of the surfaces to be painted. Be careful if you use a coarse brush as this can leave scratches that may show through the paint.

The whole idea is to give something for the new paint etc to adhere to. Do make sure you thoroughly degrease the surface as well.

You can paint the floor normally, remove all signs of the bitumen,

Interesting thread.

What is the best method of removing the old bitumen?

I agree with Paul, I wouldn't be using stone chip at all in fact it will just make any future repairs more difficult as it will need stripping back to do any further work. As stated earlier, making sure you remove all the rust is important. I used to work in a bodyshop many years ago and they always used red oxide primer on bare metal and said it would help to prevent the spread of rust - don't know for sure how true this is however.

i found heating it with a heat gun then scrapping it off with a scrapper and white spirit/thinners worked well

as said above i wouldnt use stonechip either. its great for the underside of the floor/arches where they face alot of wear.
take it back to bare metal. treat any rust. coat of red oxide primer. hammerite then if you want to put a top coat on the colour of your car.
