i know your on a tight budget but it looks like you will have to whip out the window, cut and try to salvage the guttering, then cut out the rust and get some sheet metal to weld back in place.
unless you can do it yourself it will cost a bit so a tight budget would be to treat the rust with kurust or something similar, try to stop it spreading, then you could fibreglass over the holes and give it a lick of paint. Or treat the rust and duct tape over it  would do the trick!

would it be okay just to use the rust eater and then put filler over the top?

you will have to treat the rust before anything else, but i assume you could just use filler, i personally hate using it to fill in holes and judging by the picture it would be my last choice (yes even after duct tape) but done right then i dont see a problem with it!

Thats quite bad and filler just won't be good enough.

I'd have thought a new roof may be needed or at least a lot of welding to the existing one.

One option could be a fibre glass or carbon roof skin. I think that would be the cheapest, although not the best option.

I think im just going to treat it with jenolite rust eater and then couple of layers of filler over the top, then im going to get it vinyl wrapped anyway so this will help too. is this a good idea? thanks

No, thats really not a good idea!!

The rust will just come back and ruin your vinyl wrap.

i really wouldn't reccomend filler! but hey ho, as long as the rust is treated, and every-things painted and waterproof then vinyl shouldn't effect it.

hmmm, won't the rust eater stop it coming back and the filler will do some protection too?

Briefly yes it will, but the rust WILL return.

Only way to stop it is to cut it out and replace it with good steel.

thats what I thought? its some good rust eater and good filler, also the vinyl is fully waterproof so surely there will be no more water getting in?

How long will it work for? what if i put more than one layer of the filler and rust eater? is there something else i can do? its too awkward to cut out and panel over?

i did it to my door skins about 5 months ago because its all i could budget, i did treat and fibreglass (didn't filler, so i might be wrong and its always best to replace panels like shifty said) both sides of the hole and the factory holes to stop water getting in in the first place and presently no sign of anything returning :)
