just got this mini took the dash out and found an immobilizer but i dont have the fob where can i get one from

If it is a lucas 3as alarm (most likely at this age) the remotes are no longer available new so you will have to try and get a secondhand alarm with remote but they are very rare now,also fitted to rover 100's,if you do find one they are not coded to the engine ecu so plug in and go or have the alarm bypased,not hard to do.
If it is a 5as alarm the remotes are still available new from rover as far as i know but will have to be programed to the car.

A company called Remote Key make new replacement fobs for all alarms and immobilisers used on the Mini, including the single button remote used 1990 - 1994. You might have to send them the immobiliser to code the new remote, or in some cases they can send you one that you can code yourself at home.

can my 3as unit be replaced by a 5as unit ?

Proberbly but i doubt it would be easy as a lot of wiring would need changing,easier to add an aftermarket alarm i would think as this would not need to talk to the ecu or need expensive key fob programing etc.

How do you get the alarm bypassed so the little red light dosent come on when i go to start her (and have to press the fob to make it start)
