It could be the suspension settings which ae not correct.
With 13" wheels you need 1 mm to 2 mm toe-in on the rear suspension and zero camber.
The front needs zero to 1 degree negative camber with straight ahead to 1.5 mm toe out and 2.75 to 3.25 degrees caster.
The tyre pressures could be around 30 psi and that should be fine.
For best road-holding leave the ride height standard.
In fact for the best road holding and more especially for best handling it is generally accepted that 12" wheels are better than 13" with 165/60 x 12 tyres.
I hope this helps

I've always ran my tyres slightly softer. Off the top of my head around 26psi. Pretty sure the haynes says something like 26psi front and 24psi rear for 12" wheels.

I've always run 30 psi on my road Minis and 34 psi on my rally cars (10" or 12" wheels). That always seems to work.
However, with the very low profile tyres used on the 13" wheels a lower pressure may be appropriate. I never use 13" as, and it's probably just a personal thing, I don't like the way they feel and the poor wet-skid resistance and braking in the wet due to excessive tyre area in contact with the road.
