Offside may be a teeny bit high, Measure the height of the centre of the headlight from the ground and mark this on the wall. On main beam the centre of the blob of light should be on this mark. side to side adjustment is more difficult and virtually impossible to see on a beamsetter unless it is wildly out. Frankly with this type of headlight, aligning them on a wall is as good a guide as any beamsetter. ( pattern is fine)

I had this problem 3 years ago with a young tester. He did not know about sealed beams so I advised him to check his testing manual. Headlamp Aim for sealed beams is page 4 in section 1.8 in the link below. Click contents to find the sections.

After he had checked the manual my head lamps passed.
