Are the plugs wet/smell of fuel?
Is there a spark at the points while held open and the igniton on?
And is there a spark at the plugs?

Splash a little fuel into the mouth of the carb and see if it will try and run on that.

Are the plugs that are fitted wet when you take them out shortly after trying to start it?
Have you checked the static ignition timing?
None of these? try warming the plugs with a blow lamp - gently, or if you haven't got one a ciggy lighter, whip em in & try again!
Need replies before we can go any further

Check the HT leads are in the correct firing order.
When you set the static timing ensure you follow the bit about the valves rocking to ensure you are timing the correct way and not 180 out. Check the rotor arm is pointing at No 1 cylinder, this will ensure you have the spark at the right time at the right plug!
