I love the look of angel eyes, but when I tried to buy them I was told they're illegal and shouldn't be used on roads.
I can't see why not, specially as BMW use xenon hid angel eyes

Only "E" marked light units will fulfil the requirements of the Road Traffic Lighting Regulations

There must be SOME that have been tested, plus if there wasn't. . . BMW's have been breaking the law too?

Those used on BMW's and other production cars ( eg the audi R8 ) are all type approved and tested units..
Angel eyes for the mini are aftermarket units and are generally sold with no suggestion that they are road legal... simple, before you buy a product, ask the vendor if they are fit for purpose...
It's like you can go down Halfords and buy 100w halogen/xenon headlight bulbs, but you will also see on the packaging "For off road use only" or similar terminology. It's not illegal to sell the item, but it is an infringement of the Lighting Regulations to use them... on the road.

maybe so but if they pass a mot then the law dont have a leg to stand on if you can prove they were on during the mot corse
The MOT is not about LAW it about mechanical condition and safety...
There are a lot of things which are not checked in the MOT which can be illegal, sticky outie wheels, placement of the fog light, speedometer accuracy, etc etc etc
Look at the difference between an SVA and an MOT, and then you will understand why there is this difference... and SVA not only checks road worthiness but also legality.
