On a 1990 rover 1275 cooper is there a drain hole to drain the radiator, I looked in the haynes manual and it said to just pull the bottom hose off ? is this correct ?

yes that would do it, But if you want to flush it of as much gunk as possible you need to take the rad out and reverse flush it. (Bottom to top)

yeah its pretty clogged up, I have this rad flush stuff which you put in with water and somehow it flushes the system.
So your saying take the radiator out and turn it upside down and flush water through it ?

Hello
The best way to flush a rad is to take it out get 2 old hoses then fit them to the rad so when you lay the rad down flat on its face (on cardbord or somthink soft) fit the hoses so thay are pointing up in the air then fill the rad with a mainly hot water and add a few glugs of patio cleaner then leave it for a few hours the hot water and patio clean will brake down all the muck in the rad and then after a few hours flush the rad with hotwater untill water comes out clean
works every time
always read the lable on the patio cleaner before using

I recently flushed my system so that the water came out the block lovely and clean after 
Make sure the coolant is cool. I drained the system by yanking the bottom hose off (have a low wide container under the car and some rags handy as the coolant splashes everywhere!). Then used some Rad Flush that said to refill the system with water and add the contents of the bottle. Ran the car at fast idle for 10 mins then let it cool down again. Drain the system once more. I flushed out the engine by undoing the thermostat housing and removing the stat. Replace the stat housing and top hose. Shove garden hose gun into top hose, blast system through until it comes out of the bottom hose clear
Don't forget to replace the thermostat and gasket!

Cleaning your radiator is all well and good .... however what about your block and head ?
Using rad flush cleans the whole system, and the use of patio cleaner means that you can tip it down a drain ..... or if you have a patio, clean it
