I wouldn't bother with the rockers, however if you are changing the cam then a set of 1.3:1 rollers rockers would be good as they reduce side loading (apparently).
One of the best cam upgrades for the 998 is to put an MG Metro cam in, not a turbo one. Think it is around a 266. As for head, any upgrade over the standard one would be good. All depends what you can afford.

but your best bet is to..
get a 12g295 Cooper cylinder head, get it skimmed to the right compression, around 9.5 or 10 to 1, you should notice a difference with that, then you hit the Camshaft change, something like an SW-5 will complement that head for nice torquey mid range. then for reliability and a little extra move over to a custom advance curve on the ignition side, wither an electronic dizzy module, or hit the mappable ignition job, i.e megajolt, a lot of people wont agree with me, but for some more midrange torque get some Twins on there!
if your after more power after that, then you have to go a slightly different approach, but you loose alot of drive ability

No point in doing a cam seperate to the roller rockers. Might as well do both at the same time. And i'd fit a kent 266 or an Naturally Aspirated MG Metro cam with 1:3 minisport rollers on a 295 cooper head with a freeflow manifold. then i'd drop a HIF38 on it.

Sorry wrong about that one! a higher lift cam can cause problems when being used with roller rockers especially the 1.5's as you can experience spring crush, you need to check this if your going to fit them, your best off keeping to the rockers you have ensuring that the rocker shaft is in good condition, as the on the spec you have they will make little to no difference, on top of that they are very expensive. 266 cam has mixed reviews on here..1275 with a 998 engine code attatched.
