'Flip' paint is a paint that can either be seen to change colour, or appear to be made up of more than one colour, either achieved as a pearl effect, or as a candy effect, and usually with a metallic appearance.
pearl is usually achieved with special additives into either the base coat or laquer, and candy paint is built up in many many layers of pigmented pearl effect clear coats.
" Pearls add not only depth but a brilliant color changing effect when exposed to certain light. Pearl paints, candy paints, and metal flakes work equally well in automotive paint, powder coats, fiberglass gelcoat "

PS - its an absolute nightmare to maintain - scratches cannot be simply 'blown-in' but complete panels have to be re-painted, often coming out in a totally different shade from the original.
application is complex and best left to highly experienced professionals.
