Hey,
You should fit the "T" piece in the small pipe that runs between the actuator for the wastegate (which is most likely on the turbo) and the plenum or compressor scroll (air side of the turbo casing)... Run the pipe from this to your adjuster, and then the second pipe from your adjuster into the intake before the turbo or vent it to atmosphere..
It works by bleeding off a small amount of pressure from the wastegate actuator, causing the wastegate itself to be a little more closed than it would be if the bleed valve were not present. The further closed the wastegate the higher the boost. It effectively "tricks" the wastegate into thinking the boost pressure is lower than it actually is....
