If it's a 1980 or later Mini and the scuttle is original then the VIN is stamped in the scuttle panel gutter, above the RHD master cylinders.
If it's an earlier Mini it doesn't have a VIN, it has chassis and commision numbers and if you've lost the plates and all paperwork there's little chance of recovering the numbers. Heritage may be able to help if you know any registration the car may have had.
Without some identifying numbers you will have trouble registering this car, it will probably end up on a Q plate.

I found that I could have a new "British Motor Industry Certificate" issued in my name See Here, Heritage Motor Center . I then spoke to the DVLA and they told me the original reg was now a private reg on a different car and the reg on the V5 was correct but the year of manufacture was unknown,... I explained I wanted it registered as a 1960 as I had proof of this,... I was told I needed to take this certificate along with the old style V5 i have down to the local DVLA office and fill in the V62 form.
So I would imagine if you get a "British Motor Industry Certificate" (which will have on it the VIN number, Body number, Colour, Interior colour, Date of production, Date of registration etc) and take this down to your local DVLA office with the V62 form you should be okay in sorting out your registration

they can only do upto 69I have just been investigating the same thing but for an April 1960 Mini which we have been offered, the current owner threw out the vin plate by accident when he removed the front end, the only identifying factor left on the Mini is the body number. But he had an old style V5 and a "British Motor Industry Heritage Trust" Certificate from the early 1990's, all the details on this matched the details on the old V5 except the reg mark,... SO I decided it best to do lots of investigation.

the scuttles gone it was rottenAs I said, the VIN is also in the scuttle gutter unless the scuttle has been replaced. Have you looked there for it? It is in the gutter and on the plate on every Mini made during or after 1980.
