hi there does anybody know how to free stuck piston rings without taking the engine to bits.

yes..take the head off,turn the engine till all the pistons are half way..fill the bores with redex then let it stand for a week..usually works..

In what way are they stuck?

the engine was taken out about 7months ago put out side but coverd over so think they got stuck do to this

Hesitate to suggest this - but as engine is out of the car - if more sedate methods fail - put 50 ml petrol through the plug holes - assuming pistons not at top of bores & light it - when just burnt turn crank back & forth gently - before it cools pop some fresh engine oil / diesel mix down the bores and leave overnight - bit dramatic but usually works.. be very very careful setting fire to things though!!!!

So you actually mean the engine is seized... and the only way that happens is rust...
This means the ring is useless and the bore is damaged.
