Vin From Numberplate , My Dads Old Mini , Please Help

so i thought id have a last ditch attempt at getting my dads old mini up and running he passed away in 2000 , long story short he was restoring it slowly towards the end of his life , he cut the front end off in 1998 but  turned not well at all in 1999  and died in 2000 so I thought after all this time id try and get his old mini up and running  , however here the problems start , I cant find the vin number or the v5  which I thought he must have stored away , ive hunted high and low , looked through all his papers but I fear theve been lost or thrown out ,dvla wont help cause its not in my name , you need the vin  to get a new v5 , so if anyone can help id be very gratefull cause at the minute I cant start restoring it

if you have the number plates you could hpi it to get the vin number it then send off for v5 then have a new plate made

dont think you get complete vin from hpi anymore , just garages,dealers etc can get it

go to a garage or dealer with a £20

Does the mot certificates of old not have the vin numbers?
Maybe try local mot man.. or do they not get the vin number? Or do they need it to log the test..
