I think you mean capive nuts....not 'capsulated nots'
They have the movement to allow for tollerances in size / fit
Once tight they should not move

Yes
If they are a captive nut they float in a cage so there is some wriggle room to allow for slightly different dimentions

I thought all of the nuts on the heelboards are welded in place. mine certainly were and that was a Heritage Heelboard. Makes no sense to have anchor nuts there due to the way they generally fail when abused.

Mine on my Heritage heelboard, i seam welded these to make sure they never spun.

Well mine were solid on the heelboard i took off, so with the jig i made they were templated over in the same position. Now if they come off there will be some serious damage.
Oh and i did offer up an old trunnion just to double check.

If they do spin I cut a section out of the sill just large enough to get a spanner in to the nuts. Ive also drilled a couple of holes above the bolts in the rear bins that are big enough to get the nozzle of the penetrating oil nozzle in.

Now before you go changing anything are you sure it’s not just the bolt that’s loose in the threads of the captive nuts?
You should upload a picture so we can figure out quite what you e actually got.
