Is it common to have coolant passages in the block face which are incorrectly positioned?
Is it even worth using this block as it looks like a problem waiting to happen?

I think it more a limitation in making the gasket. The sealing rings need to have enough metal folded over meaning the holes in it can't be as close to the cylinder as they are in the block. The gasket seals on the flat faces. The rings are to stop ingress between the copper faces.
