Bit of help here would be great if you can please....
Was there just one type of 12in steel Mini rim fitted to all models, or were there variations? Perhaps the 1275GT ones were different? I failed to find pics, but perhaps you can do better.
Also, could you run 165s on steel rims or not?
And what about steel 12s with no arches? Will they stick out?

I have some 6.5x12" wheels.
(NO, they'r not for sale :D :-)

You could run 165 tyres on 4.5" (standard with) steels.
I'm guessing they stick out a bit, hence you should give them some negative camber and/or a big chrometrim (dunno if they'r available in black or so too).
If you remove the arches, you have to fill the holes left somehow.

Or you get your steels widened as mine were.

Those are 6x12" standard Mini wheels, widened to 6" with austin Healey hubcaps:
