the mini is one of the least mean looking cars you can get haha. short of putting those eyelid thingies on the headlamps to make it look like an angry face i dont know what you can do.

Low and wide (fat wheels) gives a very aggressive stance to a mini as a start.
Dark colours (matte black would be good) possibly de-chrome by spraying your bumpers etc would remove some of the 'nice and cheery' features of the mini. As well as playing around with some tape on the headlights as Cortina mentioned

I'm halfway on mine, just need to get some fat 10" wellers

I'll post a pic up once i finish spraying the chrome bits - can't afford new wheels yet

i think mine looks kinder meanish, lowered, wide wheels and de bumpered, its partially deseamed to which i think adds to it

those minis with the black tape/vinyl on the top and bottom of the headlights make it look like stewie griffin.

I think the meanest looking minis are the ones with parts missing, everytime I see a project thread I fall in love with the photos in the middle of the build with no lights, grille arches etc.
Not quite what I mean but heres mine missing only its bonnet..
